Additional Notes: The Presidential Medal of Merit, also known as the Medal for Merit, was the highest civilian decoration awarded by the President of the United States, established during WW2 to honor exceptional service. The Medal for Merit was created by President Franklin Roosevelt in December of 1942, during WW2. It was awarded to civilians who distinguished themselves by exceptionally meritorious conduct in the performance of outstanding services related to the war effort. The medal was designed to recognize both American citizens and foreign nationals who contributed significantly to the United States and its allies during the conflict.
